English Football Introduces Experimental Rule to Stop Goalkeeper Time-Wasting Tactics
English football authorities are set to trial a new rule designed to eliminate the growing practice of using goalkeeper treatment breaks as unofficial tactical timeouts. The Football Association, Premier League, English Football League, National League, and Women's Super League have all approved the experiment after receiving authorization from the International Football Association Board (IFAB).
Under the new regulation, if a goalkeeper receives on-field medical treatment, the team's coach will have 10 seconds to nominate an outfield player to leave the pitch for one minute once play resumes. The selected player must be reported to the fourth official before the match restarts.
If the coach fails to make a decision within the allotted time, the team captain will automatically be required to leave the field for one minute. The rule is intended to remove any tactical advantage teams gain by gathering around the coaching staff during lengthy goalkeeper treatment breaks.
The first match to use the experimental rule will be the Carabao Cup preliminary-round fixture between Tranmere Rovers and Rochdale on August 1, 2026. Australia's A-League is also expected to test a similar version of the regulation, although in its trial the captain will always be the player required to leave the field after the goalkeeper receives treatment.
The rule change comes in response to the increasing use of goalkeeper injuries to interrupt matches, slow opponents' momentum, and provide extra time for tactical discussions. At the same time, IFAB has clarified that the mistaken identity protocol used during the 2026 FIFA World Cup remains under review and will not become a permanent part of the Laws of the Game until the governing body completes its evaluation of the VAR system.
